Age, licence history, residency and safety screening can change the route. Resolve the important uncertainties before committing to training.
01 / ELIGIBILITY
Most first-time adult applicants start by completing the appropriate safety training. The PAL is for ages 18 and over. Training is one requirement; the licence application also involves identity checks and public-safety screening.
18+ for an adult PAL. The 12–17 route is a Minor’s Licence.
Usually CFSC; add CRFSC for restricted privileges. Specific exceptions exist.
The licensing authority decides eligibility after reviewing the application and relevant history.
02 / ELIGIBILITY
Ask the instructor about teaching, tests, attendance, approved accommodations and training documentation. These are questions about completing the course properly.
A provider can explain the training they offer. They cannot substitute their opinion for a licensing decision, resolve a court prohibition or guarantee approval after you pass.
03 / ELIGIBILITY
The Firearms Act makes the safety of the applicant and other people central to eligibility. Relevant information can include violence, threats, criminal history, protection orders and mental-health history associated with violence or threatened violence.
Answer the application questions fully and truthfully. A course provider cannot promise licence approval. A diagnosis alone is not an automatic answer from this website, and we do not collect health or personal-history details to decide eligibility.
04 / ELIGIBILITY
A Minor’s Licence normally allows a person aged 12–17 to borrow non-restricted firearms for approved purposes. It does not allow acquiring a firearm, even as a gift, or possessing restricted or prohibited firearms under that licence.
CFSC and its tests are normally required. Parent or guardian consent is part of the process. At 18, the minor’s route ends and an adult PAL application is needed. Special sustenance-hunting exceptions can apply; the CFO decides.
05 / ELIGIBILITY
Being new to Canada does not automatically exclude you. Residency history can change the documents required. The application instructions require a police letter of good conduct for new Canadian residents who have lived here less than five years and for non-residents. Confirm the required countries, format and documents with the CFP.
Visitors and people bringing firearms across the border have additional routes and restrictions. A licence application is not a border import authorization.
Plan a newcomer’s application06 / ELIGIBILITY
There are narrow exceptions, including some older Manitoba or Quebec hunter-safety training and certain pre-February 1999 CFSC results. These are not general exemptions for experienced shooters.
Indigenous adaptations and sustenance-hunting provisions can affect the route. Ask the CFO which evidence and process apply. Do not assume a foreign licence, military experience or informal shooting instruction replaces CFSC.

AGE ROUTE
The appropriate question is about CFSC and the Minor’s Licence route, including parent or guardian involvement. An adult PAL application guide is useful background but is not a substitute for the minor’s process.
PAST LICENCE
They should not identify themselves as a first-time applicant for the online service simply because this would be their first adult PAL. The service’s definition includes previously held minor’s licences.
RESIDENCY DOCUMENTS
They can plan training while asking the CFP what residency-history documents are required. Police records and translations may take time, so it is useful to identify the requirement before the reports are ready.
08 / ELIGIBILITY
Keep the initial enquiry focused: explain which part of the process you are trying to understand and ask which form or instructions apply. You do not need to submit private information to this website to get oriented.
If your question involves a court order or a safety-history issue, make sure you are speaking with the appropriate authority rather than relying on a course advertisement or a friend’s experience. Ask what evidence is needed and when it must be provided. Take notes so you can follow the official instructions consistently.
