CHOOSING TRAINING
Start with the non-restricted licence route if it fits the firearm and activity you are considering. At the same time, investigate provincial or territorial hunter education and licensing. A PAL application does not provide species tags or establish which season is open.
CHECKING ASSUMPTIONS
Pause and understand the current handgun freeze before booking for that purpose. An RPAL course advertisement may be accurate about training while still leaving out what current transfer restrictions mean for an ordinary new applicant.
KEEPING OPTIONS OPEN
You can learn the foundation without choosing a firearm. Compare the cost and time of CFSC alone with a combined booking, and ask what upgrading later would involve. Make the decision around a lawful goal rather than a feeling that one acronym is more complete.
03 / PAL VS RPAL
Non-restricted includes many ordinary rifles and shotguns that are not legally restricted or prohibited. Restricted includes many handguns and certain long guns. Prohibited is a separate legal class with much tighter limits.
These are legal classifications, not descriptions of how a firearm looks. Some rifles are restricted or prohibited. Rules and classifications can change. Confirm the exact firearm’s current status before any acquisition.

They do not provide general permission to carry a handgun in public. Authorization to carry and authorization to transport are different concepts. Transporting a restricted firearm also involves registration, packaging rules and licence or ATT conditions.
The national handgun freeze generally blocks transfers to individuals, with limited exemptions. Taking CRFSC does not create an exemption. Prohibited privileges are also not a normal extra course you can simply add.

Yes. You can complete the CFSC and CRFSC requirements before your first application and request restricted privileges then. You do not have to receive a non-restricted licence first.
If you already hold a PAL, check the upgrade process with the Canadian Firearms Program. Do not assume passing CRFSC changes your existing card automatically.

The question “Which licence is better?” hides the practical differences. The relevant question is which approved privileges and supporting requirements fit your intended activity. For restricted firearms, registration and transport conditions add steps that a simple course-price comparison misses.
For either path, the specific firearm still needs a current legal classification check. A rifle is not automatically non-restricted because someone calls it a hunting rifle; a restricted privilege is not permission for prohibited firearms. Treat everyday labels as descriptions, not final legal answers.
RPAL is the common shorthand for a PAL with restricted privileges. The difference is the approved privileges and associated requirements. You can meet both training requirements before one first application.
